The World Heritage Committee has officially approved the Vision for the Conservation and Enhancement of the Central Axis of the Thang Long Imperial Citadel at its 48th session in Busan, Korea. The decision is regarded as an important basis for Viet Nam to continue conserving and promoting the heritage’s values and to propose the reconstruction of Kinh Thien Palace.<\/p>\n

On 23 July, at the BEXCO Convention Center in Busan, Korea, during the 48th session of the World Heritage Committee, Committee Chair Lee Byong Hyun officially adopted Decision 48 COM 7B.25, approving the Vision for the Conservation and Enhancement of the Central Axis of the Thang Long Imperial Citadel.<\/p>\n

The World Heritage Committee commended Vietnam for fully implementing the commitments made since the property’s inscription in 2010, meeting the Committee’s recommendations and those of the international advisory experts. It also recognized Vietnam’s efforts to promote the heritage’s values as a social, cultural and historical space, making the Thang Long Imperial Citadel a place for gathering, exchange and experience for the people of Hanoi and people from across the country. The Committee also commended Vietnam’s Vision for the property, recognizing it as an important basis for the proposal to reconstruct Kinh Thien Palace in accordance with the Vision approved by the World Heritage Committee.<\/p>\n<\/div>\n<\/div>\n<\/div>\n

Speaking from the conference venue, Ngo Le Van, Vice Minister of Foreign Affairs and Chairman of the Vietnam National Commission for UNESCO, underscored the particular significance of the dossier. He noted that members of the World Heritage Committee highly appreciated Vietnam’s serious and responsible cooperation with the World Heritage Centre and ICOMOS, in full compliance with the provisions of the World Heritage Convention, the country’s commitments, and its efforts to further promote the property’s Outstanding Universal Value. He added that the outcome of this session reflected the close coordination among the Ministry of Foreign Affairs, the Vietnam National Commission for UNESCO, the Ministry of Culture, Sports and Tourism, Vietnamese and international scholars, and the Hanoi authorities throughout the preparation and submission of the dossier.<\/span><\/p>\n

Lazare Eloundou Assomo, Director of the World Heritage Centre, affirmed that the dossier is of great significance not only to Vietnam but also to the international community. He emphasized that it represents a model of cooperation between a State Party, UNESCO and the Advisory Bodies, serving as an example of heritage conservation for other countries while opening up a new direction for the conservation and promotion of World Heritage values.<\/span><\/p>\n

The Thang Long Imperial Citadel is a sacred symbol of the Vietnamese nation and the country’s continuous centre of political power for thirteen centuries. The World Heritage Committee’s approval of the dossier for the conservation and promotion of the heritage values of the Thang Long Imperial Citadel paves the way for the continued conservation and enhancement of its central axis. It will contribute to bringing the nation’s history to life, inspiring the enduring strength built over millennia and pride in the nation’s origins, while meeting the aspirations of present and future generations.<\/span><\/p>\n

On the sidelines of the 48th session of the World Heritage Committee, Ngo Le Van, Vice Minister of Foreign Affairs, held a series of meetings with UNESCO Director-General Khaled El-Enany, UNESCO Assistant Director-General for Culture Nayef H. Al-Fayez, Director of the World Heritage Centre Lazare Eloundou Assomo, ICOMOS President Teresa Patricio, ICOMOS Director-General Celine Nogu\u00e8s-Weber, and Tim Badman, Director of the International Union for Conservation of Nature (IUCN), to advance multilateral cooperation and Vietnam’s key heritage nomination and conservation dossiers.<\/p>\n

During the meetings, UNESCO, IUCN and ICOMOS officials commended Vietnam’s strong cooperation with the organizations and its meaningful contributions to their key governing mechanisms. They also praised Vietnam’s serious and professional implementation of the World Heritage Convention, as well as its efforts to conserve and promote the values of its World Heritage properties. They expressed their readiness to continue providing advice and support for Vietnam’s World Heritage work in line with the country’s broader cultural development strategies and policies. They also welcomed Vietnam’s hosting of the Asia-Pacific Dialogue on Heritage and Authenticity, to be held in Hanoi in September 2026, as an opportunity to share experience in heritage conservation and promotion.<\/p>\n

Vu Thu Ha, Vice Chairwoman of the Hanoi People’s Committee, expressed her appreciation for UNESCO’s and ICOMOS’s support throughout the preparation of the conservation dossier for the Thang Long Imperial Citadel. She highlighted the importance of constructive dialogue and mutual trust and expressed her hope for continued close cooperation with ICOMOS in promoting the heritage’s values.<\/p>\n

Nguyen Minh Hung, Vice Chairman of the Hai Phong People’s Committee, and Nguyen Van Cong, Vice Chairman of the Quang Ninh Provincial People’s Committee, shared the efforts undertaken to conserve Vietnam’s two trans-provincial heritage properties: the Yen Tu \u2013 Vinh Nghiem \u2013 Con Son, Kiep Bac Complex of Monuments and Landscapes, and Ha Long Bay \u2013 Cat Ba Archipelago. They reaffirmed their commitment to implementing the recommendations of the World Heritage Committee and to continuing close cooperation with ICOMOS and IUCN co conserve and promote the heritage\u2019s values while maintaining a balance between conservation and development.<\/p>\n

The 48th session of the World Heritage Committee will continue through 29 July 2026, during which the Committee will examine 33 new World Heritage nomination dossiers and nearly 180 dossiers on the conservation and promotion of heritage values.<\/p>\n
